In the vibrant and expanding Armstrong Creek Growth Area, the transformation is not just limited to the skyline. As the community flourishes, so does the need for robust infrastructure, and a balancing act between delivering much needed road upgrades and maintaining resident access.
Every year we process over 500 applications from private companies and service authorities for approval to undertake works within our road network.
Many applications have limited impact on the community. In the growth area, the need for existing roads to be upgraded often means that the impact is far greater and works are undertaken in stages as developers fund the upgrade through the sale of new house blocks.
Balancing act
Considering disruptions and emergency access
Approval for access to work on our road network is not given lightly.
Our decision-making process involves a comprehensive consideration of existing and upcoming disruptions on our roads and State-managed roads, along with the needs of gas, power and water authorities to preserve services to the community.
Priority is given to maintaining key routes critical for Emergency Services to reach people in need promptly.

Understanding the pulse of the community, we proactively consider and seek to minimise potential traffic impacts.
By strategically combining nearby works and delaying the start dates for other requested works, we aim to reduce the frequency of road closures and traffic restrictions, ensuring a smoother experience for residents and commuters alike.
Where works are expected to cause significant disruption, we place conditions on the approval permit for public notification of the period of works.

letter drops, newspaper advertisements and social media posts to dedicated webpages and variable message
boards onsite.
State versus local
Clarifying responsibilities
It's important to note that while we oversee roadworks on council-managed roads, we do not control works on State-managed roads or major construction projects managed by the State Government, such as the rail duplication project.
Clear communication channels are maintained to ensure a cohesive approach to development.
