There is a distinct difference between an unsightly property and hoarding.
Hoarding is defined by the Department of Health as:
...the persistent accumulation of and lack of ability to relinquish, large numbers of objects or living animals, resulting in extreme clutter in or around premises.

is a recognised mental illness, people with hoarding disorder may need
specialist qualified help to overcome their illness. As a first point of
