The Northern and Western Geelong Growth Areas is the largest urban growth project in regional Victoria and will welcome more than 110,000 new Geelong residents.

The project is a key element of the City’s plan to address Geelong’s long-term population growth needs as part of a clever and creative future.

The project has delivered the Northern and Western Geelong Growth Areas Framework Plan (Framework Plan) to guide the future land use and development of two large growth areas located in Greater Geelong’s north and west.

The Framework Plan:

  • outlines major land use and development requirements to deliver sustainable new communities that coordinate and sequence essential infrastructure and services.
  • has been adopted into the Greater Geelong planning scheme through Amendment C395. The amendment has been approved and was gazetted on 6 May 2021.
  • will inform the preparation of precinct structure plans (PSPs) that will facilitate the urban development of Geelong’s new neighbourhoods.

Precinct Structure Plan (PSP) status

As per the Delivery and Development Sequencing sections of the Framework Plan, the City is currently preparing Creamery Road PSP and Elcho Road East PSP, for areas identified as short term precincts.

On 13 December 2022, Council adopted the Officers' recommendation for the PSP program 2023-2024. Learn more about the details.

The City will commence works in 2024 on the three endorsed medium term precincts – Batesford North (Western Geelong Growth Area), Elcho Road West and Heales Road West (Northern Geelong Growth Area).

Timing of the remaining medium term precincts is outlined in the Officers’ recommendation report.

The Framework Plan also identifies two long term precincts - Batesford South and Heales Road East. These PSPs will progress following the preparation of short and medium term precincts. At this stage there is no additional direction on the timing of long term precincts beyond what is outlined in the Framework Plan.
