Cr Harwood assumed the Chair at 7:17pm.
Council notes the recent public acknowledgment by the Committee for Geelong Chair, Mr Michael Betts, regarding the unauthorised release of the Committee for Geelong’s membership database, which was used for political fundraising purposes by a third party.
The membership of the Committee for Geelong collectively has a right to privacy, most particularly with regards to the collection, storage, handling and distribution of membership information.
It is contended that this release of information is an unauthorised disclosure of membership and contact details by the Committee that violates not only the members’ right to privacy, but also violates the operating principles of the Committee for Geelong as stated by its Board of Management.
Cr Abley moved, Cr Nelson seconded -
That Council, in light of this unauthorised disclosure, requests written assurance from the Committee for Geelong’s Board of Management that it has reviewed and strengthened its operating principles to prevent further incidences, and that they formally advise the City of Greater Geelong’s Manager of Administration and Governance prior to 27 October 2012 what changes have been made.

The Mayor re-entered the meeting room and resumed the Chair at 7:24pm.
As part of the 2012/13 budget a $5,000 project to improve amenities at the Surfside Tennis Club titled ‘Surfside Tennis Club Rooms Upgrade’ was included in the budget.
The club has identified that there is approximately $5,000 of maintenance works required on the club rooms and a further $4,000 of maintenance works required on the tennis nets.
As the cost of these works is in excess of the $5,000 budget available, Council would need to transfer additional funds if it wants to support the full scope of works.
The Shell Road Reserve Masterplan Implementation Project (Pavilion Design) was a community priority project from the 2010/11 budget period, for the development of detailed design plans for the Shell Road Reserve Pavilion.
Whilst concept plans are being developed for the pavilion project, there are sufficient funds available to allow a small reallocation to the Surfside Tennis Club Rooms Upgrade project.
This is due to the fact that full documentation on the pavilion wouldn’t occur until funding contributions for the construction of the pavilion have been provided by other levels of government.

Following the completion of Geelong Rangers Clubroom Upgrade (C09856) and Pettit Park – Public Amenities Improvements (C12834) projects approximately $28,000 in project funds remain unallocated.
These funds can now be reallocated to other projects where funding shortfalls exist.
It is proposed that unused funds from the Geelong Rangers Clubroom Upgrade ($18,000) and Pettit Park – Public Amenities Improvements ($10,000) be redirected to the Hamlyn Park Reserve Improvements Project – Alex Rizun Pavilion Project (C12831).
