Greater Geelong Planning Scheme Amendment C301
Armstrong Creek South Precinct
Amendment C301 to the Greater Geelong Planning Scheme.
The land affected by the Amendment is 892-958 and 960-990 Barwon Heads Road, Armstrong Creek which is known as the Armstrong Creek South Precinct Structure Plan (ACSPSP) area. The Amendment also affects the land at 76-88 Groves Road, Armstrong Creek.
The proposed amendment is approximately 10 kilometres south of the Geelong central activities area and makes up the southeast part of the Armstrong Creek Urban Growth Area (ACUGA), the planned major extension of the greater Geelong urban area. The ACSP adjoins Armstrong Creek East Precinct to the north and west and is a logical infill area in the ACUGA.
The vision for ACSP is derived from the overall ACUGA vision and draws on a combination of the existing and natural site features coupled with the desire to produce a distinct urban environment for future residents.
ACSP will also utilise the facilities provided in ACEP including activity centres, community facilities and education.

Armstrong Creek Town Centre Precinct
The Armstrong Creek Town Centre Precinct is located within the Armstrong Creek Urban Growth Area, providing a mix of commercial and residential land uses.
The Armstrong Creek Town Centre will be the civic, commercial and social heart of the Armstrong Creek Urban Growth Area. It will be a sustainable, pedestrianised and vibrant transit oriented place which encourages people to shop, live, work and play. The Town Centre will be an attractive place, creating a destination for Armstrong Creek residents and visitors.
The Armstrong Creek Town Centre will provide:
- a full range of convenience services and retail, anchored by supermarkets, department stores, specialty stores and bulky goods stores
- a wide range of community facilities and services, education services and health services
- entertainment, community and recreation space
- employment opportunities, including commercial offices; and Residential development in a range of densities and typologies
The Armstrong Creek Town Centre Amendment C267 was approved by the Minister for Planning and gazetted on 23 October 2014.
The Precinct Structure Plan, Development Contributions Plan and Native Vegetation Precinct Plan together with the associated planning scheme documents for the Armstrong Creek Town Centre and now included in the Greater Geelong Planning Scheme.
Greater Geelong Planning Scheme Amendment C259
Horseshoe Bend Precinct
The City of Greater Geelong has prepared Amendment C259 to the Greater Geelong Planning Scheme. The amendment affects the area known as the Horseshoe Bend Precinct, which is located within the Armstrong Creek Urban Growth Area.
The Horseshoe Bend Precinct is approximately 638 hectares in size and will ultimately contain approximately 7,000 dwellings and accommodate in the order of 17,000 people.
The Horseshoe Bend Precinct Structure Plan area will provide:
- A wide range of community facilities and services, education services and health services
- Active and passive open space and
- Residential development in a range of densities and typologies.
Greater Geelong Planning Scheme Amendment C240
The Minister for Planning has approved Amendment C240 to the Greater Geelong Planning Scheme.
The amendment came into operation on 7 March 2013 which was the date the notice was published in the Government Gazette.
The amendment incorporates the Armstrong Creek West Precinct Structure Plan (ACWPSP) and associated Armstrong Creek West Development Contributions Plan (ACWDCP) into the Greater Geelong Planning Scheme.
The ACWPSP and ACWDCP apply to 61 parcels ranging in size from approximately 0.4 hectares to 52 hectares totalling approximately 559 hectares of rural land known as the Armstrong Creek West Precinct.
The ACWP land is bounded by the Surf Coast Highway to the east, the existing Melbourne-Warrnambool railway line to the north, Ghazeepoore Road to the west and an irregular boundary to the south, comprising the Armstrong Creek, Whites Road and Feehans Road.
Greater Geelong Planning Scheme Amendment C206 and C207
East and North East Precincts
The Premier of Victoria and the Minister for Planning announced on 3 June 2010 the approval of Greater Geelong Planning Scheme Amendment C206 which provides for the future development of the Armstrong Creek East Precinct and Greater Geelong Planning Scheme Amendment C207, which gives effect to the Armstrong Creek Urban Growth Framework Plan (May 2010) and the Armstrong Creek North East Industrial Precinct, Precinct Structure Plan (May 2010).
Greater Geelong Planning Scheme Amendment C138 and Amendment C170
Urban Growth Plan Framework and Urban Growth Zone Application
The Premier of Victoria and the Minister for Planning announced on 25 November 2008 the approval of Greater Geelong Planning Scheme Amendment C138 - Armstrong Creek Urban Growth Plan Framework and Greater Geelong Planning Scheme Amendment C170 - Application of the Urban Growth Zone to all land currently zoned farming and located within the urban growth boundary.
