Implementation of the Urban Design Framework will include rezoning of land and application of overlay controls to the South Geelong Station Hub and Moorabool Street Key Development Area, as well as updates to local planning provisions.
The Amendment proposes to implement the South Geelong Urban Design Framework, 2022 (SGUDF) by:
- Rezoning land from General Residential Zone, Neighbourhood Residential Zone and Commercial Zone to new Residential Zone Schedules or Mixed Use Zone.
- Apply a new Design and Development Overlay to Moorabool Street and the Barwon Water Site to guide future subdivision and urban design.
- Apply the Heritage Overlay, Public Acquisition Overlay and Environmental Audit Overlay to nominated properties.
The Amendment is accompanied by a Draft Public Realm Improvement Works Plan and agreement under Section 173 of the Planning and Environment Act 1987 for 40-44 Lonsdale Street (Barwon Water site).
Council considered a report on the
submissions to this Amendment on 27 August 2024 and resolved to refer them to an
Independent Panel.

A public hearing was held on Tuesday 12 and Wednesday 13 November 2024.
