Amendment C394 - Land Subject to Inundation Overlay - Bellarine Peninsula and Corio Bay

Implements the Bellarine Peninsula - Corio Bay Local Coastal Hazard Assessment 2015. Includes policy changes and applies a new Land Subject to Inundation Overlay (LSIO2) to properties identified as being subject to future flood events and sea level rise.

This amendment has been approved and was gazetted on 3 September 2020.

The Amendment was adopted by Council on 26 May 2020 and sent to the Minister for Planning for approval on the date listed above.

The Panel has provided its report to Council and a copy is provided below under “Panel Hearing Documents”.
Council officers are reviewing the Panel’s recommendations and will prepare a report to be considered at a future Council meeting.

An Independent Panel has been appointed to review submissions. It will conduct a Panel Hearing on 28 February 2020.   
After the hearing, the Panel usually takes 4-8 weeks to provide its report back to Council.

Council considered a report on the submissions to this Amendment on 26 November 2019 and resolved to refer them to an Independent Panel. A copy of the Council report is below under "Supporting Documents".

Anyone who made a submission will be notified about the Panel Hearing (the first step is a Directions Hearing) and given an opportunity to present to the Panel.

Council has prepared Amendment C394 to the planning scheme.

Victorian Government policy requires all councils to plan for a 0.8 metre sea level rise by the year 2100. To help guide our plan, the Bellarine Peninsula – Corio Bay Local Coastal Hazard Assessment –  Inundation Report was prepared and released in December 2015. 

The report was prepared as part of the Our Coast project. This project identified properties that will be subject to future flood events and sea level rise and is the basis for this amendment.

Amendment C394 includes a new Land Subject to Inundation Overlay (LSIO2) and local policy changes. The overlay will require a planning permit for new buildings and works on certain properties - as shown in the Overview Map (see supporting Documents below) or the more detailed Zone Maps (see "Amendment Documents" below). 

The LSIO2 overlay will apply to 1614 coastal properties on the Bellarine Peninsula and Corio Bay at Avalon, Lara, Corio, Geelong, East Geelong, Newcomb, Moolap, Leopold, Bellarine, Portarlington, Indented Head, St Leonards, Swan Bay, Ocean Grove, Wallington, Barwon Heads, Connewarre and Breamlea.
