The Minister for Planning has directed Council to give further notice of the changes to the proposed subdivision plan. The revised subdivision plan, adopted draft planning permit and adopted Design and Development Overlay 43 can be viewed under 'Amendment Documents'


The Amendment was adopted by Council on  9 July 2019 and sent to the Minister for Planning for approval on the date listed above.

The Independent Panel appointed to review submissions to Amendment C367 Mollers Lane, Leopold has provided its report to Council. A copy of the Panel report is available below under "Panel Hearing Documents".


An Independent Panel was appointed to review submissions to Amendment C367 and PP1463/2016 Mollers Lane Leopold.

The Panel conducted a hearing commencing on Monday 3 December at City Hall, Geelong.

Council (under delegation) considered a report on the submissions to this Amendment on 18 October 2018 and resolved to refer them to an Independent Panel.

The City has prepared Amendment C367 to the planning scheme.

The amendment is a combined planning scheme amendment and planning permit application under Section 96A of the Planning and Environment Act.

The land affected by the amendment is 2-120 Mollers Lane and 10 Willows Place, Leopold.

The amendment will allow the subdivision of land on the west side of Mollers Lane, south of the Bellarine Highway, Leopold for housing and open space and proposes to:

  • rezone farmland from Farming Zone to General Residential Zone 1 (2-120 Mollers Lane only)

  • apply a new Design and Development Overlay 43 to guide future subdivision and urban design (applies to all of 2-120 Mollers Lane and 10 Willows Place)

  • remove the Significant Landscape Overlay 10 from the land being rezoned

  • update the Leopold local planning policy at Clause 21.14 of the planning scheme to extend the Leopold settlement boundary and to refer to the South East Leopold Framework Plan 2016.

The draft planning permit 1463/2016 proposes a 494 lot subdivision of the land to be rezoned at 2-120 Mollers Lane (it does not affect 10 Willows Place, Leopold).

The amendment is accompanied by a draft Section 173 Agreement requiring developer contributions towards community infrastructure in Leopold.

The decision to prepare and exhibit the amendment was made by Council at its meeting on 20 September 2017. The minutes from the meeting can be viewed below under “Supporting Documents”.
