Background

Proposal Summary

The proposal involves construction of two new public toilet facilities in the busy Pakington Street district between Albert Street and Yuille Street. These two new public toilets will replace the aging public toilet at the rear of the Geelong West Town Hall and aim to provide a new and more convenient service to a longer stretch of Pakington Street.

The proposal is in accordance with the five year Public Toilet Upgrade Schedule that Council agreed to based on data collected via a condition audit of the City of Greater Geelong's public toilet network.

This proposal is also a result of many requests made by local residents and business groups to upgrade the existing public toilet facility at the back of the Geelong West Town Hall that can no longer be maintained at a satisfactory standard. The subsequent demolition or change of use of this existing facility is still to be determined following the proposed construction of the two replacement facilities. However, it will definitely not continue as a public toilet.

Albert St Car Park Toilet Location

The proposed location of the new public toilet servicing the Albert St car park, Geelong West Town Hall and Geelong West Library is in the thoroughfare adjoining the forecourt of the Geelong West Town Hall and the Albert St car park. Temporary hoarding on the site has been sized and built to represent the space occupied by the proposed public toilet.

Hope St Car Park Toilet Location

The proposed location of the new public toilet servicing the Hope St car park and surrounding shops is on the brick paved street face area at the Hope St / Pakington St intersection.

Construction Period

Late August 2015 - Early December 2015

Carparking - Several car parks, maximum six at a time, in either car park will be unavailable during construction period.

Estimated Construction Cost

$310,000 (total for two facilities combined including surrounding works)

Scope

The proposal includes:
- Construction of two new public toilets in the locations described that will have the following facilities:

Hope St car park
- 2 unisex accessible toilet, baby change & family facilities
- 2 unisex ambulant accessible cubicles suitable for all users
- 1 external drinking fountain
- 1 external hand wash basin

Albert St car park
- 1 unisex accessible toilet, baby change & family facility
- 2 unisex ambulant accessible cubicles suitable for all users
- 1 external drinking fountain
- 1 external hand wash basin

- Minor pedestrian access to the car park modifications and footpaths to increase safety and access.

Features

The new facilities will feature:
- new contemporary design
- robust and vandal resistant construction
- stainless steel sanitary fixtures including toilet pans, drinking fountains, accessible railings, hand basins, shelfs and baby change tables
- unisex accessible facilities that will surpass future accessibility standards
- a highly visible/busy location to minimise crime
- galvanised perforated steel screens to allow privacy and ventilation


Key findings

A strong turnout of residents attended the public meeting held at the Geelong West Library. Council Officers provided information and answered questions. This meeting assisted to inform the next part of the consultation where new designs and locations were offered to the residents.
