Following a public consultation period, the St Leonards Structure Plan was adopted by Council on 26 September 2006. The plan aims to provide a strategic direction for the future development of the town over the next ten to fifteen years.
 
The plan defines a Settlement Boundary around the township, proposes Design and Development Overlays, supports the consolidation of the town centre and the development of a multi-purpose community centre.
 
As part of the upcoming Municipal Strategic Statement (MSS) review, Council will exhibit a planning scheme amendment to include the necessary elements of the St Leonards Structure Plan within the Greater Geelong Planning Scheme. It is anticipated that the MSS Amendment will be exhibited in early 2007. All those persons who made a submission to the public discussion draft of the Structure Plan will be notified of the formal exhibition of the MSS Amendment.
