Amendment C140 (71-77 Melaluka Road, Leopold) and Planning Permit 636/2007 Public Exhibition Documents
The amendment applies to 71-77 Melaluka Road, 79-81 Melaluka Road, 83-89 Melaluka Road, Leopold, the total width of the adjoining section of Melaluka Road, and the adjoining portion of Stringers Lane, which is currently located within the Low Density Residential zone.
The Amendment proposes to:
- Rezone approximately 7.45 hectares of land in the Low Density Residential zone and adjoining sections of road to Residential 1 zone; and
- Introduce and apply a schedule to the Development Plan Overlay, to provide for the integrated and coordinated residential subdivision of the land over time;
In addition, an application for a Planning Permit (Application Number 636/2007) has been lodged under Section 96A of the Planning and Environment Act for a 34 lot residential subdivision on land at 71-77 Melaluka Road, Leopold.
The amendment facilitates the rezoning of the land to enable residential development of the site consistent with state and local planning policies. The Development Plan Overlay (DPO) will ensure the new residential development is planned and developed in a fully integrated and comprehensive manner.
The DPO ensures that detailed planning issues, including drainage, pedestrian and bicycle linkages, servicing, traffic and landscaping are addressed prior to the commencement of any development on the site. The inclusion of a Master Plan for the entire site within the schedule to the DPO provides transparency and certainty for the community in regard to the long term development of the site and future connections both within the site and from the site to the surrounding neighbourhood, notwithstanding that the various parcels are owned by different parties, while also providing reasonable flexibility for the Development Plan to evolve.
