The Bellarine Peninsula Strategic Plan 2006 - 2016 includes all areas east of Melaluka Road (Leopold) and west of Fellows Road (Point Lonsdale) comprising: Barwon Heads, Breamlea, Drysdale / Clifton Springs, Indented Head, Leopold, Ocean Grove, Point Lonsdale, Portarlington, Rural Bellarine and St Leonards.
