A vision for a sustainable community
The Armstrong Creek Urban Growth Plan provides the development framework for Geelong's primary growth area and is one of the City's largest strategic planning projects.
It aims to concentrate the majority of the growth of Geelong into a comprehensive community in the area south of the railway line and includes parts of the suburbs and localities of Grovedale, Marshall, Connewarre and Mount Duneed.
The overall vision for the Urban Growth Area is: - The Armstrong Creek urban growth area will be developed into a sustainable community that sets new benchmarks in best practice urban development. Natural and cultural features will be protected and enhanced to create a distinct urban character. Armstrong Creek will become a highly sought-after location for living, working and recreation, forming an attractive addition to Geelong.

Armstrong Creek Urban Growth Plan Framework Map
Council adopted the Armstrong Creek Urban Growth Plan Framework Map in May 2008 and have recommended its approval by the Minister for Planning. A full copy of the Council Report for the adoption of this Framework Plan can be viewed in the Council Meeting minutes of the 13 May 2008.

The Armstrong Creek Urban Growth Area is a critical project for the provision of future residential, commercial and industrial land for the Geelong region. The project is more than 2,600 hectares and will provide approximately 22,000 homes, 22,000 new jobs, a population of 55,000 people and extensive areas of passive, active and environmental parkland.
This growth area will also come with a number of challenges in the management of stormwater (quantity and quality), drinking water and sewerage; particularly in light of climate change and the sustainable management of such a critical environmental resource. The new growth area will have large demands for water use as part of maintaining public and private open space, providing for industrial / commercial water needs, house hold supply and outdoor use, and also to maintain appropriate environmental water flows for the area's waterways, lakes and swamps.
In early 2008 the City of Greater Geelong engaged as an expert advisor, one of Australia's leading urban water cycle management policy advisors, Dr Peter Coombes (head of Bonacci Water, Associated Professor at the University of Melbourne ) to undertake an assessment of the opportunities that exist within the Armstrong Creek Urban Growth Area to implement an integrated water management strategy for the new development. The report would also assess the benefits for the new Armstrong Creek community, as well as the benefits and impacts on the providers and managers of all components of the water management cycle (ie: Catchment Management Authority - waterways and floodplain management, Barwon Water - sewer and portable water, City of Greater Geelong - stormwater, and Environmental Protection Authority - water quality).
The report was completed in March 2008, and on 22 April 2008 was presented to Council and accepted as a guiding document in the strategic land use planning of this new Armstrong Creek Growth Area. Council also endorsed the investigation of option 7(b) relating to recycled water as Council's preferred water management approach as part of its sustainable growth strategy for Armstrong Creek.
